The plan failed as Tehran has continued to fight despite the deaths of many of its top officials and officers
Israeli Prime Minister Benjamin Netanyahu convinced US President Donald Trump to mount a joint attack on Iran by promising a quick coup in the country, the New York Times reported on Sunday, citing anonymous sources.
In the conflict's preparatory stages, Mossad head David Barnea proposed that the Israeli spy agency could foment a rebellion in Iran and topple its government within days of the start of the attack, the Times wrote. The top spy presented this plan to Netanyahu, as well as to senior US officials in January, the newspaper reported.
Despite doubts about the plan's viability among senior officials in Washington and Israel's AMAN military intelligence agency, Trump and the Israeli prime minister embraced an "optimistic outlook," aiming to encourage regime change by killing Iran's leadership, it said.
The CIA had assessed that the full collapse of the Iranian government was a "relatively unlikely outcome," and had warned that in the most likely scenario, hardline officials in Tehran would retain power, the newspaper said, citing US officials briefed on the agency's assessments.
The US president has repeatedly called on Iranians to overthrow their government since Washington and West Jerusalem began their attack in late February.
Despite the killings of a number of top-ranking Iranian officials and commanders, including Supreme Leader Ali Khamenei, the government did not collapse, and Tehran has continued systematically retaliating against US and Israeli assets in the Middle East.
According to the Times, Netanyahu has privately "expressed frustration" that Mossad has failed to follow through on its regime change plans, and expressed concern that Trump could "end the war any day."
Iran has long accused the Israeli foreign intelligence agency of interfering in its internal affairs.
Mossad operatives were involved in deadly riots which gripped Iran in the winter of 2025, firing on protesters, civilians and security personnel, according to Iranian Foreign Minister Abbas Araghchi. They escalated the violent unrest to give Washington "an excuse" for military intervention, he said in January.
Russia has condemned the US and Israeli attack on the Islamic Republic, and urged Washington to seek a diplomatic settlement.
