Donald Trump's announcement that the Ukrainian leader is ready to talk peace is perceived positively in Moscow, Dmitry Peskov has said
Russia welcomes Ukrainian leader Vladimir Zelensky's reported change of stance on engaging in dialogue with Moscow, but obstacles to launching the diplomatic process still remain, Kremlin spokesman Dmitry Peskov has said.
During his address to the US Congress on Wednesday, President Donald Trump read a letter from Zelensky which stated that "Ukraine is ready to come to the negotiating table as soon as possible to bring lasting peace closer." The message appeared to mark a change in position from Zelensky, who has previously ruled out the possibility of talking to Moscow.
Later in the day, Peskov told journalists that the Russian authorities perceive the development "positively."
However, he noted that "the legal ban on the Ukrainian president holding negotiations with the Russian side remains in force."
In the fall of 2022, Zelensky signed a decree which officially barred him from talking with Russian President Vladimir Putin. He made the move after the Donetsk and Lugansk People's Republics as well as Kherson and Zaporozhye regions officially joined Russia as a result of referendums held in the territories.
"Therefore, overall, the attitude is positive, but some details have not changed yet," Peskov stressed.
Zelensky's apparent U-turn on the issue of negotiating with Russia follows his public spat with Trump at the White House on Friday. Among other things, the US president accused the Ukrainian leader of "gambling with World War III" due to his reluctance to negotiate peace with Russia, and of being disrespectful and ungrateful for the military aid provided to Kiev by Washington.
Reports have emerged in the US media in recent days that Trump has ordered all weapons deliveries to Kiev to be put on hold after his bust-up with Zelensky.
The US president suggested earlier this week that the Ukrainian leader "doesn't want there to be peace as long as he has America's backing." There have so far been no official comments on the suspension of military aid to Kiev from the White House.

Last month, Peskov confirmed that the "Russian side remains open to negotiations" with Kiev despite Zelensky's dubious legal status. The Ukrainian leader's presidential term officially expired in May 2024. He has refused to hold a new election, citing martial law imposed during the fighting with Russia. The Kremlin insists that Zelensky is not a legitimate head of state.
